I did what I think are identical setups in Ubuntu on two machines. One lets me retrieve and read mail but not send it. The other won't retrieve or send. Guesses?

My initial guess would be screwed up settings on the pop and smtp server settings, possibly the ports being used or the password encryption method. A lot of e-mail servers have gone away from standard ports and are using or even requiring SSL.
You probably thought of that already, but that is the first place I'd look. Thunderbird, which is what I use, can sometimes prove tricky when setting these things up when you're not accustomed to it. I set it up from scratch so infrequently that I forget what goes where.
