I'm getting this message when I boot up my computer since I upgraded to 64 bit Windows 7 Home Edition. I tried going to ATI's website for an updated driver but not having any luck.
Windows has stopped this device because it has reported problems. (Code 43)
How do I resolve this issue without having to purchase a newer video card.

I doubt it. Directx10 was designed for Vista and DirectX9c will not run on Vista or 7 OS. The whole file structure was redesigned for newer OS so all software needs to adapt. It going to take time and lots of trial and error.
Visit Microsoft downloads page and support pages. Use their search and knowledge base. Also google will provide lots of info.
