Is it possible to start up XP from a c prompt?

Is it possible to start up XP from a c prompt?
My mother's machine is having a fit. On booting, it goes right to some backup program that we've never even seen before.

So, I got it to go to a C prompt by tapping the F8 key before the other thing loads up. I was trying to find "safe mode" but, didn't.

I have no idea if it's in "safe mode" and don't know where to go from there.

Did find a C:\windows\system32\restore\somefilename.exe command that didn't work.

I accidently fixed the problem which is how this stuff goes around here. lol
