Their son was the handler. He was killed. Apparently, the handler was killed and the dog was injured in the same incident and were lying together in each other's blood. At first the military wanted the dog back and made him serve another year or so with a new handler, but the family prevailed and got the dog early retirement with their family. I can't think of anything more appropriate, and I'm so glad they fought to have the dog retired and given to them.
I balled my eyes out through the whole video.
I should mention that video I watched was different than this one and was a lot more detailed about what happened to their son and the dog and their fight to have him retired early and given to them. It must have been taken later by some other news corp because they talked with the family in the yard at their home and the dog had already grown his hair back and was scampering in the yard playfully. He looked much happier and healthier than in the video from the OP which must have been taken soon after his surgery.
