Can I make travel plans while Merc is retrograde?

I don't intend to travel now, just want to make future plans, but I'm thinking I should wait until it's direct.

you can, I have. I have also noticed and many, many of the shuttle missions took off or landed during Mercury Rx.
I HAVE noticed that Rx has been much worse the past few years and I have some inklings but don't know why.
I don't know what to tell you other than be careful, make triple sure of your itinerary as possible, involve as few people as poss. too.

I have had many clients travel during Rx with no problem, but a few have.

Heck, I'm lauching the book during Mercury Stationery.

2. I have traveled sucessfully during many merc retrogrades

It is an exercise in patience, planning and lack of attachment. I avoid it when possible, but it happens 3 or 4 times a years for damn near a month, so...it's bound to happen sometimes.

I leave large margins for error and miscommunication. I expect to get bumped and to wait a lot and be misunderstood. I decide ahead of time to be cheerful about all this. I have a couple of good books with me at all times so I can enjoy my wait. Merc retrograde is all about taking care of old business and renegotiating what you were stuck doing and could not get out of the last merc retrograde.

4. I'm not actually traveling

I just want to book flights, hotel, etc. during the retrograde, so I'm asking if that is okay.

5. Signing contracts and buying electronics

are not advised. If you have the option to wait I would, but not if it is going to cost you a lot of money. My 2 cents.

7. I've had two great vacations while Mercury was Rx.

And one I planned entirely while Merc was Rx, too. Only minor challenges were car trouble on one trip (and the vacation totally made up for it.)
