OK, pestilence experts...

...what do you make of teensy-tiny, dark bugs that look (and jump) kind of like fleas? My best gardening buddy has an infestation and she's not sure what she's dealing with. Does the description ring a bell to any of you? I'm lost, as I've never seen them myself. Any advice is appreciated. :-)
