Is anyone having network problems with Xbox Live? (Halo 2)

I can't seem to get on Halo 2 with my friend. I create a "party," then send him an invite, and then jsut wait around the pre-game lobby for him to show up. He gets the invite, accepts it, and it just says something to the effect of "you cannot join because we are having network problems. Sorry about that." We have trid the opposite as well, with him sending ME the invite, and we have the same problem.

Xbox Live website is blocked for me at work and my computer at home is down, is there a network support phone number for them???
