Need to find best cell phone set up for hearing impaired Dad.

Anybody recently had to do this search? Dad uses hearing aids has hearing loss and tinnitus. What I am finding on google today they keep telling me is currently unavailable.

Because Dad has always been absent minded I was looking for a phone with adequate technology and quick CS that if lost would not be a huge loss.

the Hearing Loss Association of America website (http://www.hearingloss.org/) I believe they have articles on cell phones that are suitable for people with deafness.
