Verdict could cost city millions, force promotions among the 17 plaintiffs

Seventeen white men from the Milwaukee Police Department won their discrimination lawsuit against former Chief Arthur Jones and the City of Milwaukee Tuesday afternoon, prompting backslapping and hugs in a federal courtroom.
"Total victory," proclaimed lead plaintiff Steven Alexander, a police lieutenant, into his cell phone after the verdict, which could cost the city millions and force immediate promotions to captain for the 13 plaintiffs who are still lieutenants
In a three-week trial, they claimed Jones discriminated by repeatedly promoting women and other minority-group members to captain ahead of better-qualified white men. Although Assistant City Attorney Miriam Horwitz countered that Milwaukee's police chiefs have long used substantial discretion in appointing captains and said frequently that 21 of the 41 captains Jones named were white men, jurors found each plaintiff had repeatedly been slighted by the chief's discrimination.
