Plenty of Red tail hawks at the management area where I hunt. The bird may have not been pissed off at your pump -- he may have wanted to eat it; nothing personal.
I shot a dove there which coasted a hundred yards away. By the time it hit the ground, here comes a hawk diving in to poach my food. He watched me as I raised a cloud of dust running toward him, all the while reeling off a string of buzzard references, then took off with his booty. Of course, we are not allowed to shoot raptors, even if they are so thick they're bumping into each other.
