Senator Lincoln is giving a goodbye speech now, then the debate will start. Lugar will get 40 minutes, then they will give Kyl time, and then Senator Kerry. (McConnell did NOT back DeMint on reading the entire treaty.)

time, which was exactly what DeMint wanted.
