It was one small step from Lenin to Stalin.
Lenin didn't seek approval from voters in Russia. He simply seized control.

Why would anyone expect Stalin to seek approval from his fellow party members? If Stalin expected to be able to seize control of the Communist Party of the Soviet Union, then why wouldn't he simply go ahead and seize control of it?
