Pickup basketball, working on the car, teaching the kids to skate? What is it now? What are you thinking of replacing it with?
We have asphalt, old and not real great on the knees, but it's okay. If Mr. P offered to replace it with concrete, I'd probably take him up on the offer. If he was going to gravel or re-asphalt it, I'd probably say thanks, but no thanks.
If you could do a dyed, patterned concrete that would look well with your house, and be practical... I'd seriously consider it.
(I'm a chick, but I do 90% of the outdoor and mechanical work, because I'm better at it.)

As the first poster said, if he is really "into" having a nice driveway, sure!
Now, at the house I had with my ex-h, he'd totally screwed up the driveway with battery acid (he recycled lead-acid batteries, and his truck bed was permanently soaked with acid). It turned the pavement orange. We tried a lot of things other than a totally new driveway to restore it to no avail. I think, if I'd had the money to do it, if I gave him a new driveway, he would have kissed my feet!!! It bothered him much more than me that it looked bad.
So, the bottom line is, do you think it is something he wants in a general sense? if so, then it would probably make a great gift! If it's not something he has expressed an interest in, then maybe not so much.

with huge ruts in it. And a hump. Would make a dirt road out of Deliverance look like a superhighway. He keeps saying he's got to do something about it but you wouldn't believe how this man can put things off...took him 15 YEARS to put in the tub surround we bought; he bought a garbage disposal in 1999 and it's still sitting in the box in pristine condition. One of these days, in order to avoid the hump, he's going to scrape the car on the fence and we just had it repainted so I don't want to go through that again.
He's got 2 weekends (starting on a Friday) between now and father's day when he has to go out town on union business and I thought maybe coming back to an actual driveway would be a great surprise.
As for anything he ever 'wants'...the man never really expresses an interest in much. He's really hard to buy for.

Asphalt driveways can be done in a weekend and will work well for years. You will need to have the area graded to get rid of the hump, the roadbed prepared with compressed gravel, and the asphalt laid down. Then it has to cure for a few hours. Keep resealing it every couple of years and you'll be good for a very long time.
I'll bet he'll be thrilled.
In the meantime, visit your local library. Putting in a garbage disposal is a 3 knuckle job but it's not rocket science. Just make sure you're got all the right tools and you can do it yourself. Remember, once you ascertain that the power really is off, there is nothing left in those wires to hurt you.
