and how much time you have.
If it were me, I would spend some time in the highlands, such as around San Miguel de Allende, and some time in Veracruz.

It's a big place with every habitat you can think of. I like southern Sonora - northern Sinaloa, it's where the Sonoran Desert ends and the thorn scrub begins. There are Amazon Parrots(White-fronted I think), parakeets, trogons, Lesser Roadrunner, Elegant Quail, Barred Tiger Herons, Magpie Jays, lots of stuff. Alamos in Sonora used to be a great base but is growing and getting pricey. El Fuerte in Sinaloa is a bigger town but extremely cool, real Mexico. There is a very cool lodge, reasonable and a bit eccentric, where a giude is available. Can't remember the name, if you need it I'll look it up. El Fuerte is on the train line that goes across the Sierra Madre so access to the mountains is available should one choose.
The Yucatan has the advantage of cheap flights to Cancun, with all of it's bullshit. Lots of great water birding there but the way the coast is being built up you'll probably be best served going to the various preserves like Xian Can Biosphere Reserve, great for Shoe-billed Herons. The resort island itself was good until about 10 years ago, I've gotten 60 species in 2 hours in the past, including Black Cat Bird, but that's history now.
