With all the corporations that pay little to no taxes, how about a new federal law barring corporations from issuing profits to shareholders, or bonuses to executives if they have paid less than a specific percentage of their total profits in local, state, and federal taxes. Could solve the problem and fix the budget problems at the same time. If a corporation is legally unable to issue profits to shareholders, the shareholders can file suit against the corporate leadership.
