I seem to recall that in Sleepwalking through History Haynes Johnson says that there was a conscious decision not to go the whole nine yards with Reagan.

The trouble is, the 'cans have ever after remained both on the offensive and deep in their victimhood complex (How DO they do that? No shame, I guess). I saw the legal pursuit of Clinton for something, anything, during the '90s as part of the payback for Iran-contra. and of course 'can bastards like Dana Rohrabacher wanted to hang Peter Galbraith out to dry over the decision not to block arms sales to Bosnia. I'm certain that if Al Gore had been declared the winner of the 2000 presidential race the evil violators of mothers would have found a way to hamstring him all the way through his term.
