I have been invited to a "second" Bar Mitzvah for a much loved relative, and I will be honored to attend. But I have absolutely no idea of what kind of gift to get. Any suggestions?

...you know there are many an inappropriate jokes, but since you said loved relative, I will be nice. :)
Gift certificates are nice because he can spend it anyway he wants. Cash is always a time honored favorite. Another thing might be something that reflects your feelings toward him or something which touches on a hobby he likes.
