Q: Resources and Information for Single-Mothers?

I have a friend I am trying to help out with her new baby (3 months), but I've no idea where to direct her to start looking. We're in Missouri, which is apparently #50 out of 50 for places you don't want to live if you are a single-mother. Any serious suggestions will be considered. She's fairly frustrated and desperate.

Help of that nature is really state and county specific, unfortunately. What works in Colorado may not work there.
