Inexpensive cabinet for below a window

We have a standard double hung window in our kitchen and it's in a bad spot. The space from floor to just under the sill is only 32". I really need some storage there but cabinets that height are hard to find and costly to have custom made. We're not into making cabinetry.

We're installing some more cabinets in our kitchen and I stashed an upper cabinet under that window to get it out of the way and decided it looks great. So I'm getting a ready made, off the shelf upper kitchen cabinet for under the window to match the 36" width of the sill. I'll also get a piece of counter topping for it. That isn't always necessary as the top of upper cabinets looks like a shallow dry sink. It could be lined and used to place potted houseplants.

Since the upper cabinets are only 12" deep, I'll be able to reach the window easily.
