Magazine Publishing &Media Experts: I seek advice

I want to publish a magazine. I have questions. There are so many issues, I don't know where to begin.

Are there experts in the DU house? Would you mind fielding a few questions?

A little about me: BA English, MFA Writing. 8 years non-profit support and management, 5 years at a university press. I want to start a semi-monthly magazine for readers of non-fiction, personal essay, literature, and political commentary. The market is a niche market with a HUGE audience/readership base that is yet untapped for this particular type of magazine.
