I'm not an expert on Hugo Chávez, but I know you have discussed him a great deal in this forum. He is being called a tyrant in a thread found at http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=132&topic_id=3546175&mesg_id=3546272.
