5. The cops flip when . . .
. . . it becomes readily apparent that they aren't going to be getting paid by their current employers much longer. They start to waiver when cognitive dissonance sets in and their actions are against their value systems. Sometimes this takes a while, but it's the same concept of why a lot of our servicemen stopped fighting in Vietnam. They saw that they were on the wrong side of the battle and they could no longer tolerate their ambivalence. Some will fight it to the very end however.
