Though the risk is considerably less than for a bottom it is possible.
That said, a lot of variables affect risk for transmission, as well. If the skin of the penis is broken somehow, the risk is greater; tearing and bleeding of the anal wall increases risk, etc, etc.
Same would apply to male/female intercourse. While the risk for the female is considerably higher, female to male transmission during vaginal sex can happen.

If I remember right, the average transmission rates are estimated to be something like 1:50 for "bottom" and 1:150 for "top".
