Mystery item?

I saw this *thing* at a thrift store but wasn't sure what it was, so went looking on ebay to see if I could find one.

And lo and behold, here's one exactly like it:

but my qustion is: is that desription accurate? Is that really what this is?

It's funny, I can find what I think is the most bizarre item in a thrift store, and almost every time I can manage to find the exact item on ebay (although it often takes quite awhile to guess what terms people use to describe them, lol)
