I think you only pay the first fee. I can't remember what happens if you list it again and it doesn't sell the 2nd time either - I'll go look.
Their instructions used to be a lot better - now they're deeply buried.

* The relisted item must end with a winning buyer. If the item doesn't sell the second time, the Insertion Fee is not refunded."
So it's worth relisting if you're pretty sure it will sell the 2nd time around.

I've ended up listing things for lower than I would like to lower the initial listing fee, and probably lost money that way. I don't know how some sellers afford to sell very cheap items - it's hardly worth it. Shipping getting more expensive has made it harder to sell on eBay too.
Is there a Craigslist in your part of AZ? I've had good luck with a few things on there, and no fees! No auction either but I don't usually have stuff that a whole bunch of people get into bidding wars over.
