Evidence of electoral tampering in 30 of Colombia's 32 departments

30 of Colombia's 32 departments filed complaints of voter tampering and "transhumance," reported Caracol Radio Tuesday.
The only two departments that have not detected election fraud are San Andreas and Providencia, and Vaupes.
"Transhumance," which is the process of physically transporting voters to register in other municipalities, has been a recent issue for Colombia's Electoral Observation Mission (MOE).
San Andreas and Providencia consists of two island groups in the Carribean Sea, which makes "transhumance" virtually impossible in the department.
