You do realize that this is not something anyone even remotely intelligent or honest would do, right?
The US government has millions of employees in practically every country in the world. The idea that one person or even one agency bears the blame for the "administration's failures" (whatever those may be since you did not specify) is the height of absurdity.
However, you do get points for the hilarious responses upthread...

The question is specifically asked "which Cabinet member is the greatest burden on Obama" which of course results in a sea of folks whose dislike of the president overrides all else chiming in with nonsense. So instead of actually answering the question at hand, they immediately go to the old standby -- OBAMA. Apparently, Obama is the cabinet member that is the greatest burden to himself. Only on DU, man...
Even though it is done frequently, in reality, no one person can be blamed for the "failures" of an administration just as no one person can be given the credit for all of its successes. It would have helped if the OP had specified which "failures" they were talking about though.
