BRUSSELS, Oct. 8 (UPI) -- Afghanistan will be far from ready to take responsibility for its own security after Western forces withdraw in 2014, says a think-tank report released Monday.

The report from the International Crisis Group says the country faces almost certain collapse if it has another round of fraudulent elections.

Candace Rondeaux, the ICG's senior Afghanistan analyst and author of the report, contends that fraud-ridden elections for president and Parliament in 2009 and 2010 punctured the government's credibility, which, she said, Afghan leaders have not been able to regain.

A fraudulent 2014 election is "a near certainty" under current conditions, the report says.

Many key tasks remain unfinished, it says, particularly those dealing with voting, constitutional defects and the rule of law.

The first step to rectifying the problems is setting a date for a presidential election as soon as possible, the report advises.

But the report sees that as unlikely, charging that President Hamid Karzai's top priority is maintaining control.

The ICG doesn't rule out the possibility that Karzai could declare a state of emergency to extend his power.

The international community should maintain aid commitments to support an election and begin contingency planning to ensure security for polling places, the report says.

As far as fraudulent elections in Afghanistan, cry American voters a river.

Besides, they've had fraudulent elections with us there, as this alleged think tank itself states. Unless you believe that the corrupt Karzai gets 99% of an honest vote. So, how would our remaining fix their fraudulent election problem.

You can also start looking at the people involved.

George Soros is among those on the Executive Committee of the board of trustees.

Other trustees include Kenneth Adelman. His wiki says he did an editorial promoting the invasion of Iraq

Shades of Will Marshall. Marshall and From were the first two employees of the Democratic Leadership Council. Marshall was also a co-signer of the PNAC memo and then founded the Progressive Policy Institute).

At least Adelman did a follow up article saying that, in hindsight, he may have been wrong about urging the invasion. I am sure many widows, orphans and Gold Star families were grateful for his second thoughts on that invasion. Now, he's at it again.

Clintonite Sandy Berger is also a trustee, as is Wesley Clark.

So is Candace Rondeaux, staff writer for WAPO, which coincidentally is the same paper that published Adelman's two articles about invading Iraq.
