2. Mobile was the first American city to organize a formal relationship
with a Cuba city, in the "Sister Cities" program, years ago. They were really progressive pursuing breaking through the barriers. A lot of people would be tempted to think this is remarkable.

Don't forget that the Texas Legislature crafted a resolution to end the embargo the very year George W. left Texas to live in the White House. As soon as he was gone, they expressed themselves very well.
