The White House did not deny media reports that US President George W. Bush had authorized an unprecedented spying effort targeting US and foreign citizens in the United States.
"I'm not going to get into discussing intelligence activities relating to our nation's security and relating to our efforts to prevent attacks from happening," said spokesman Scott McClellan.
But McClellan told reporters that the president was committed to safeguarding civil liberties and acting within US laws and under constitutional protections.
