We all know Bush didn't want Rice to testify because she would have to commit perjury or finger him for obstruction, negligence, and no telling what else. We all know he caved to prevent a subpoena, and a losing court battle that might open up an avalanche of actions against him.

So they create this fantasy that Bush was really only trying to protect the integrities of the office, of the separation of powers, and of the Constitution itself. Heck, maybe even of God, somehow. Bush genuinely wrestled with the issue until he was reassured by scholars that he would not do irreparable harm. Once released from that burden, he could let Rice testify, as he always wanted, without guilt.

It's all horseshit. Bush and company have stalled long enough to destroy evidence, to dictate terms of her testimony, and to coach everyone properly. Now he can let her testify, and he can appear even more put upon when he is asked. "I've given in to every demand of this witch hunt. I have to draw the line somewhere. I'm a busy man." Etc. Insert any Rove speech.
