It's logically bankrupt anyway. If FDR knew about the attack and yet wanted to use it so the US could enter the war, all that would have been necessary was the attack itself. Actively allowing a military disaster to result from it would make zero sense, unless FDR was hot to have thousands of Americans die and tons of essential military hardware destroyed. Neither would advance his goals in any significant way when compared to an alert, well-defended Pearl Harbor being attacked. What made us go to war in that case was the sneak attack of Japan with no declaration of war--the military disaster and loss of life made the blow far heavier, but we still would have declared war on Japan without either.
