The big news here isn't about the Right of Return. That's never really been on the table and no final settlement is going to include it. Right or wrong, it's not something that the Israeli government would ever accept.

The big news is Bush's endorsement of some West Bank settlements. While those are somewhat open to negotiation it would be hard to imagine that the Palestinians would accept them, especially in this number. This is a huge swing toward the Israeli side of the negotiations and is likely to have an equally huge backlash in the Arab community.
