Well gosh -- the first thing that springs to my mind is that it's probably hard for prosecutions to take place unless there is some evidence that offences have been committed.
The Globe article doesn't make it plain exactly what the US State Department's beef is here, and Google doesn't find me the report itself. You tracked it down at all, Judilyn?
