Maybe Clinton's penis KNEW what might happen and what would be needed to conquer and occupy Iraq and that is why it didn't do it.

Of course if he had he would had been accused of wag the dog (due to it's own actions not covering for the single worst failure of US security ever) and if it had gone to the UN to get the forces everyone knew would be needed the Repubes would have been howling from the rooftops and accusing him of trying to create a world government.
