2. Did you smirk when you were apologizing?
My guess is you didn't. See, that's another reason why George W. isn't right for the job. One can never take anything he says seriously, on account of that smirk.

If he were a top-notch administrator, worked long and punishing hours as a matter of professional pride, and had a knack for getting people to come up with solutions to apparently-unsolvable problems -- I'd be prepared to overlook his arrogance and tacky sense of "humor". Trouble is, in the US the President is expected not just to be in charge of the government, but a kind of national symbol as well. I tend to expect American leaders to have a certain level of dignity and good intentions, regardless of how book-smart or well-informed they are -- because that's the way most of my American friends are.

Bush doesn't perform well as either head of government or head of state, in my opinion.

p.s. I had a guilt moment today too when I almost stood someone up for lunch (she'd been waiting 10 minutes for me) -- I was on the verge of making excuses for my lateness, when I realized that it was very Bushian of me to blunt an apology like that. So I said I was sorry, and stopped there.
