Back in the 90's many of Bush's advisors (Cheney, Rumsfeld, Wolfowitz, etc.) had argued for invading not only Iraq but other MiddleEastern countries to overthrow repressive regimes (and expected the "throwing flowers at our feet" treatment for doing so), but figured such a policy was out of political bounds barring "something like a new Pearl Harbor".

The political advantages reaped so heavily (and so shamelessly) by the Bushies from 9/11 leads a numbner of people to believe that they had planned something like that all along. Tha they ignored warnings of a major terrorist incident and Let It Happen On Purpose. They may have been caught off guard by the scale of what happened (or not: see MIHOP theories -- Made It Happen...), but they used it as planned to ram through the patriot act, suppress dissent, etc.
