18. Chao
Chao's first foray into the public arena was her campaign against affirmative action with Pete Wilson in California.

She tried to cut the funds for Peace Corps under BushI.

As Labor secretary she cut the program that tracks nationwide corporate layoffs, and tried to transfer the new workman's compensation program from the Labor Dept. to the Justice Dept.

Chao:
"Trimming the Labor Dept. budget is the best thing I can do as Secretary."
