Deregulation did not cause our power problems. The problem was caused by the fact that increased demand for electricity has oustripped increased supply for electricity. Electricity consumption in the United States grew by 140 percent between 1970 and 1999. During the same period, the increase in generation capacity came no where close to meeting this increased demand. I don't care what system you use to set prices, when you have that set of facts you are going to have blackouts. Period.
If you want to find out why we have blackouts, you need to ask Americans why they insist on increasing their usage of electricity while simultaneously fighting the construction of power plants to provide that electricity.
