So...The flower box photos were on a page which listed the address as:

700 Block I Street South East (Eye St)

I did a google on that, and found this:

Which is part of the Townhomes on Capitol Hill, a mixed-income historical neighborhood. Looks like the flower boxes would fit in well there. The sidewalks are teh same and some of the buildings from the pictures on his site look the same.
