I believe in this case because her parents are no longer responsible for her as an adult and I believe her husband is separated from her, isn't he? This would make her entirely responsible for her health care and since she's obviously not able to generate an income, she is able to get Medicaid. Although, I'm just supposing right now and frankly don't feel like researching it because it time I need to spend on other things.
