I have a question: although only Congress can impeach... after re-reading the Constitution, it seems that really, the people can legally call for impeachment. Is this wrong?

What does the Constitution stipulate when the Congress and Executive branch are both no longer viable bodies representing the people? Can you imagine if everyone who wanted to sue for impeachment of Congressional leaders and the President gave 1$ to the attorney who would take the case?

I know the Constitution demands revolution if the government is compromised, but conveniently, our government has made it illegal to even broach the subject. Are there no legal conduits?
