If they both agree to attempt a coverup they're screwed because the press will eat them alive. -10
If Bush chooses to turn in Rove he may be able to survive because he would be the whistleblower. His reputation would be badly hurt, but at least he could have an excuse (I didn't know.) +3
If Rove chooses to turn himself in and publicly declare Bush had nothing to do with it, Bush (at least on this issue) would escape with only a small amount of damage. +5
Option four would have both Bush and Rove blaming it on eachother. Highly unlikely but still a probability. -10
