A war gets people tied down and causes big problems. the DHS should never have been formed. The CIA should have switched more to pure intel gathering and less to paramilitary ops and the OSS (office of strategic services) should have been quitely reactivated. The OSS has a very lenient charter and can act with quite a lot of impuinity as far as grabbing baddies from anywhere they want. Plus that would not leave our military so overstreached and the budget so far in the hole. in the words of Sun Tzu " It costs a thousand times more to pay a small army poorly than it does to reward the best spies lavishly."
