If the lesser number are indicted on the first round, it doesn't mean they escape the investigations, evidence, and testimony in the subsequent stages of due process. Corruption is a gift to law enforcement that just keeps on giving. Remember, most of the indictments in Watergate grew out of the prosecution of the burglars, and prosecutions subsequent to those.
