Answer is You Don't. If this was a sudden movement like from one base in Germany to Another, that may be able to cover up, but pulling a Division out will be seen as the local stores have LESS CUSTOMERS. Wives will go back to the States to their or their Husband's family. The loading of the Equipment will be detected as the vehicles are unloading on Trains and Ships. Even the prostitutes will know given that they will have less customers (as will most of the bar owners).

If you know what to look for you can see not only where but when the unit is going overseas (For example turning in Winter Boots and getting Desert camouflage painted tanks and uniforms). No Ordering of Oil or Coal for after January meant no use of said barracks after January. THis is worse with modern satellite detection (The Russians still have spy Satellites and have no problem giving this information to the Iraqi Resistance).
