He's saying that only the presidental race was overtly messed up (they still may have thrown away/miscounted the so-called under-votes). Number of votes in each category equals number of voters who voted, that seems to be gist. Whether this is actual voters or imaginary voters remains to be seen, but the machine was apparently happy.

The 20,000 number is interesting like you say--take the Gore swing of 16,215 plus Bush swing of at least 478 is 16,693, then throw in Brevard county problem.

Anyway, don't mean to belabour all this. Just want to nail down the facts, I'll be telling a lot of people about this--won't we all.
