Something like 400,000-1 million HS seniors and college students have dropped out of higher education in the last three years. They need to find something, and it's not like there are tons of jobs sewing soccer balls for Europeans here in the US (yet). The military is the only option for many people at the bottom margin of society.

And, yes, the draft fears are designed to help Republicans long term. They know what they're doing. They did this in '72 to win an election for the one of the least electable, most criminal, and most war mongering Republican presidents ever.
