you have to pay the piper one way or another. Here in New York, Gov. Pataki "held the line" on raising taxes, but all he did was shift the burden down to the local entities to pay the bill. So our state income tax did not go up but our property taxes and sales taxes went through the roof. This is the typical shell game the Repukes play with the average citizen.
