I can't remember exactly, but I think Beth was arguing with her mother, with her mother berating her as usual. Charlie had sympathy because it was similar to her own mother berating her. She related it to Beth and told her that her (Beth's) mother probably never tells her how pretty she is. And I think Beth was probably ranting about the blonde who ruined her life, and of course Charlie hates blondes, so there was another source of bonding. So Charlie decided that rather than turning her in, she would help her get the blonde.

It took Beth a while to realize that Charlie had the hots for her. Her mother figured it out pretty quick, but Beth didn't believe her.
